Abstract

Road infrastructure plays a vital role in economic and social activities, yet its maintenance often suffers from delays due to inefficient reporting mechanisms. This paper presents a community-driven Geographic Information System (GIS) platform designed to enable real-time reporting and visualization of road damage conditions. The system integrates crowdsourced data submitted by users via mobile devices with a centralized GIS interface accessible to government and maintenance authorities. Utilizing GPS tagging, image uploads, and damage classification tools, the platform empowers citizens to actively participate in infrastructure monitoring while providing accurate, location-based information to decision- makers. Through a prototype implementation and pilot testing in urban and semi-urban areas, the system demonstrates improved responsiveness and transparency in road maintenance workflows. This study highlights the potential of community-based digital solutions in fostering collaborative governance and enhancing public service delivery. © 2025 IEEE.
