The increasing population has an effect on meeting the needs of every community. Fulfilling the needs of every community is a basic human right that must be fulfilled such as the fulfillment of food, education services, health services, employment, and including the fulfillment of the right to housing especially for the poor in Luwungragi Village, Brebes Regency. In principle, human rights in fulfilling the right to adequate housing for the poor are a guarantee of legal certainty over land ownership, availability, affordability, livability, appropriate location, culturally appropriate. So that this basic right principle has been accommodated in the right to housing which is recognized as a human right (HAM) explicitly in Article 40 of Law Number 39 of 1999 concerning Human Rights where the fulfillment of human rights which is the right to housing has been recognized in various international human rights law. The problem is how to fulfill human rights for livable housing for the poor in Luwungragi Village, Brebes Regency and the implementation of state regulations and responsibilities for the fulfillment of housing for the poor. © 2022, Universitas Negeri Semarang.
