This study strived to analyze the substitution efforts made for soybean commodities on the basis of farming competitiveness and efficiency using Stochastic Frontier Analysis, Policy Analysis Matrix, and Analytical Networking Process. The efficiency was calculated using stochastic frontier regression. Primary and secondary data were used in this study. Primary data were obtained from interviews with key persons, while secondary data were obtained from the Central Java Statistics Agency. The findings showed that soybean farming was not yet efficient, with an efficiency value of 0.65. However, it exhibited competitive and comparative features, as indicated by the PCR of 0.37 and DRC of 0.30, both of which were less than one. Based on these findings, alternative policies were prioritized to enhance domestic soybean substitution. These included issuing price subsidies to increase producer surplus, providing assistance to farmers to improve productivity (such as distributing seeds, fertilizers, pesticides/planting area), and implementing timing policies for soybean import permits outside the harvest period. © 2023, Prince of Songkla University.
