Abstract

The purpose of this study is to describe the Kudus Regency Government's policy towards cigarette industry and the response of the Kudus society through a policy that suppress the cigarette industry. The study was conducted using a qualitative approach to the field study method and type of research phenomenology. Data collected through in-depth interviews, observation and focus group discussion. Field notes and documentation used as secondary data collection instruments. Key informants in this study is the Head of Legal Division Regional Secretariat Kudus Regency, Kudus Cigarette Companies Association Board and cigarette industry workers. Informants supporters are experts, researchers and observers of the cigarette industry in Kudus. The results showed that the Kudus Regency Government as a regulator at the local level, has never issued a policy that suppress the cigarette industry. Policies that depress the cigarette industry in Kudus is the central government's policy as outlined in the legislation, government regulations and ministerial decrees and other regulations in response to the implementation of Framework Convention on Tobacco Control (FCTC) in 2003. Their oppressive policies, making cigarette industry decline in the number of factories, but continued to increase in production capability. Kudus society responded with a variety of policies that suppress the cigarette industry, most know and care and most do not know yet caring. Kudus community feedback on policies that suppress the cigarette industry are diverse, but most people Kudus have the same hopes, namely that the government should be able to protect and defend the cigarette industry.
